When apostille applies
Apostille is used for public documents between states where the 1961 Hague Apostille Convention applies.
When legalization is needed
If the Convention does not apply, legalization is generally considered unless another treaty provides a different route.
Why lists go stale
Participation, objections and treaty relationships can change, and bilateral or regional rules may also apply.
How to check
Use the current HCCH status table and the receiving authority’s requirements.
